Troop 23 believes in the "Train / Promote" model for it's Scouts.  As part of that, Troop 23 offers TLT every year so it's Scouts can "Be Prepared".  In 2006 we need to give a big thanks to Collin (our newest NYLT graduate) for taking charge of the program and the rest of the TLT staff for their efforts in making this a success.
